Really poor review of J. Daniel Hays's book. Wow. What an opportunity missed!

Ah, I think I see what you're getting at....

Hays builds on this foundation by explaining how the Garden of Eden functioned much like a sanctuary or temple would,“a place where God’s presence dwells in a special kind of way so that his people can be with him and worship him”

It's Beale's main apologia for amillennialism, and this reviewer didn't think to mention that Hays is teaching the same thing.
